Richard was appointed to the MTRCB board in 2022. He said it was his way of giving back to the industry that fed his family:
It was my way of giving back to the industry na nakatulong sa akin.
He said the board includes people from media, production, education and even a psychiatrist, and that they go around the country for the agency's Responsableng Panonood campaign under Chair Lala Sotto.
Can the MTRCB regulate streaming and social media?
Not yet, and Richard was frank about it. When asked if some people think the MTRCB is losing its purpose in the internet age, he said, "Yeah, maaari niyong sabihin yon," because the agency only covers TV and movies for now.
He explained that the MTRCB's charter, P.D. 1986, was written in 1985, before the internet was a thing here. The agency has submitted a proposal to amend it. If Congress and the Senate approve it, he said, the MTRCB may also cover streaming and social media.
For Netflix, he said the MTRCB already has a working dialogue and a memorandum of agreement, where the platform considers how the agency reviews and classifies films.
How does Richard handle MTRCB bashers?
Calmly. He said everyone is entitled to an opinion, but some critics may not know how the board actually works. The guidelines are public, he added, and people can read them online.
